The Kansas Division of Public Health is one of three divisions within the Kansas Department of Health and Environment. The Division works with local health departments and other organizations to help assure the health of Kansans through public health services and regulatory programs.

Bureau of Community Health Systems: 785-296-1200
The Bureau of Community Health Systems (BCHS) was created in order to provide leadership for the agency in the health and medical response to all public health emergency situations, whether caused by natural events or acts of terrorism. The Center evolved from the KDHE Bioterrorism Program, which was a part of the Bureau of Epidemiology and Disease Prevention from 2002 - 2005. The Hospital Bioterrorism Program, formerly part of the Bureau of Local and Rural Health, is now also part of the Center. Focuses on developing or modifying health delivery systems, including primary care, rural health, and local health.

Bureau of Disease Control and Prevention: 785-296-6174
Data analysis, infectious disease surveillance, outbreak investigations and control, and special studies on public health issues. Maintains the Reportable Disease Surveillance System and administers the hepatitis A and tuberculosis control programs. Designs, conducts and evaluates public health programs for the prevention and control of communicable diseases, including immunization, tuberculosis, sexually transmitted diseases (STD), and HIV/AIDS.

The role of the epidemiologist has expanded beyond the study of disease patterns in populations to include an emphasis on prevention. Epi Services works to sustain a healthy environment for Kansans. Our section is involved in disease surveillance, outbreak investigation, and education. The Center provides reliable public health statistics. Vital records and the other public health data represent the basis for agency programs to improve birth outcomes, decrease infant mortality, identify mortality trends, decrease the spread of infectious diseases, and determine the health status of Kansans.

Bureau of Family Health: 785-291-3368
Provides support to families and communities to assure services for women and infants, children and adolescents, and children with special health care needs. Children's developmental services, nutrition, and WIC services are among the services.

Bureau of Health Promotion: 785-296-1207
Focuses on prevention, early identification, and control of chronic diseases and injuries in Kansas. Primary efforts are directed at minimizing tobacco use, breast and cervical cancer, diabetes, and injury and disability.

Bureau of Oral Health: 785-296-6536
The Bureau of Oral Health collaborates with and provides technical assistance to communities, schools, health professionals, local health departments, professional groups, and various governmental agencies, both state and local. The Bureau of Oral Health seeks to increase awareness regarding the importance of oral health and improve oral health status by providing education, consultation and training that focuses on health promotion and disease prevention.

The Charitable Health Care Provider program allows health care providers who give care to the medically indigent and persons covered by Medicaid, MediKan and HealthWave to be included for liability purposes under the Kansas Tort Claims Act special liability expense fund.

The federal Health Professional Shortage Area (HPSA) designation identifies medically underserved areas eligible for several federal programs. These include scholarship and loan repayment programs through the National Health Service Corps (NHSC). Rural Health Clinic reimbursement, Medicare incentive payments for physicians, higher "customary charges" for new physicians, special consideration and funding priority for Area Health Education Centers (AHECs), and funding preference for Public Health Service programs administered by the Bureau of Health Professions.

This program concerns physicians holding a J-1 immigration visas who are seeking positions that would support a waiver of the two-year foreign residence requirement who agree to provide primary care services on a full time basis in a federally designated Health Professional Shortage Area (HPSA) or Medically Underserved Area (MUA) that the United States Department of Agriculture deems to be not yet fully served. This program is administered by USDA rather than KDHE.

Limited primary care services for low-income, uninsured migrant and seasonal farm working families through a voucher/case management model. Refugee Health Assessment Program: 785-296-1200
A state refugee health assessment is completed on each client and a copy of the form is sent to the State Refugee Health Coordinator. The county health departments receive $250 per complete health assessment. Referral for medical care are made to local physicians, clinics and specialty services for definitive diagnosis and treatment

These grants are available to applicants who propose to use funds for the delivery of health care and related services to defined population groups in rural areas. A primary purpose of the program to is foster new collaborative network, so grants projects must be undertaken by three or more separately owned organizations working together.

Resource for technical assistance and information regarding federal Rural Health Network Development Grants. This program is designed for organizations that wish to further ongoing collaborative relationships among health care organizations to integrate system of care administratively clinically, financially and technologically. Networks must consist of at least three separately owned health care providers. The emphasis is not on service delivery, but on the integration of functions.

The HIV-STD Section provides testing, treatment and reporting information to public and private health care providers. Additionally, a central registry is maintained so providers can check on previous STD history of their patients. Individualized STD morbidity statistics are available upon request. Provides confidential partner notification and referral services to individuals who test positive for an STD (including HIV), their sex partners, and other individuals who are at-risk. The program also conducts educational and training sessions for the public, community-based organizations, laboratories, and public and private providers.
